He has served as a Statistical Research Analyst at the Judicial Studies Consortium (JSC) within the project “Contribution Towards an Effective Justice” and as Technical Director of the International Commission of Civil Status. He has also participated in research projects on information exchange, e-health, and e-government at the National Centre for Scientific Research “Demokritos”.

He taught “Law and Informatics” at the School of Law of the University of Athens, as well as Digital Libraries and Integrated Library Applications at the Technical Educational Institution of Athens.

He holds a PhD in “Secure Information Exchange between Administrations of Different Countries”, an MSc in Information Science, and Bachelor’s degrees in Electronics Engineering and Computer Science.

Prior to joining the public service, he held senior positions in the technology sector in the United Kingdom, focusing on operations management, procurement, and strategic partnerships.

His main areas of work include reducing informal employment, organizing social services based on the “one-stop shop” principle, improving labor legislation, and implementing social insurance reforms. As part of Moldova’s EU accession process, he has served as Chair of the Working Group on Chapter 19, “Social Policy and Employment,” and is involved in the process of aligning Moldova’s legislation with EU legislation.

Laman Ibrahimova is the Head of ASAN AI Hub and Advisor to the Director at the Innovations Center under the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

Under her leadership, ASAN AI Hub advances an open innovation model based on real-world challenges, bringing together AI researchers, public institutions, the private sector, and individual users within a unified digital ecosystem.

She has extensive experience in public sector innovation. While pursuing her Master’s degree in Public Policy at the University of Oxford, she conducted research on the responsible use of AI in the public sector in collaboration with the University of Sheffield.

She was included in the “Government AI 100 – 2026” global list by Apolitical.

Khayala Fatullayeva is a digital economy and innovation leader with more than 15 years of experience spanning public sector transformation, emerging technologies, digital communications, and strategic partnerships.
Currently, she serves as Head of Digital Economy at C4IR Azerbaijan, where she works at the intersection of artificial intelligence, digital transformation, Industry 4.0, human capital development, and innovation ecosystems.
Her work focuses on translating emerging technologies into practical economic and social impact through policy initiatives, ecosystem building, international partnerships, and capacity development programs.

He works as a Data Science Group Manager at Turkiye-based Doğuş Teknoloji.

He has over 20 years of professional experience in artificial intelligence, data science, and digital transformation. He has held various positions across different organizations, including Data Analyst, Data Science Manager, and Head of AI and Data.

His projects involving AI-powered automation that generated net cost savings, the development of a machine learning model for disease detection, and the detection of technical failures were recognized with the SAP Innovation Award.

He holds a bachelor’s degree in Statistics and a master’s degree in Business Administration from Ankara University. He also holds a master’s degree in Big Data Analytics and Management from Bahçeşehir University.

Nijat Hajikhanov is a data governance and data management professional currently working as a Senior Data Steward at the Luxembourg National Data Service (LNDS). His work focuses on data governance, data stewardship, data quality, and the development of practical data management processes and services. 

He has collaborated with public organisations in Luxembourg on data governance strategies, data maturity assessments, and capacity-building initiatives. He also participates in the Luxembourg AI Factory initiative. 

Nijat holds a PhD in Financial Reporting from the University of Luxembourg, with research interests in cost accounting, corporate disclosures, and financial reporting.
