1. Definitions

SOCGOV Portal — an official online platform established by the Agency for Sustainable and Operative Social Provision (hereinafter referred to as the “DOST Agency”). The Portal is designed to provide information about the International Conference (hereinafter — the “Conference”), which aims to discuss the prospects for the development of social services, the implementation of innovative approaches, modern technologies, and artificial intelligence tools, as well as to define future directions for advancement with the participation of national and international experts.

The Portal also enables users to submit applications for participation in the Conference and to communicate with the Organizer.

Organizer — the DOST Agency.

User — an individual who uses the Portal in accordance with these Terms.
Services — informational and registration services of the SOCGOV Portal, including the provision of information about the Conference, receipt and processing of participation applications, and communication with Users on participation-related matters.

2. General Provisions

2.1. By using the SOCGOV Portal, the User confirms that they have read and fully accepted these Terms.

2.2. These Terms regulate the conditions for using the SOCGOV Portal, including registration, submission of participation applications for the Conference, and access to related services.

2.3. To submit an application for participation in the Conference, the User must complete registration on the Portal.

2.4. The information and services provided on the Portal are intended solely for personal and lawful use.

2.5. The Organizer reserves the right to amend these Terms at any time. The new version shall take effect from the date of its publication on the Portal.

3. Registration and Account Management

3.1. To access the Services of the SOCGOV Portal, the User must register by providing accurate and complete personal information.

3.2. The User is responsible for ensuring the accuracy and relevance of the information provided and must update it as necessary.

3.3. Registration and use of the Portal are carried out personally by the User. The transfer of account credentials to third parties is strictly prohibited.

3.4. The Organizer reserves the right to suspend or terminate the User’s account in case of violation of these Terms.

4. User Rights and Obligations

4.1. The User confirms their legal capacity and that they have reached the age required under the laws of the Republic of Azerbaijan to perform the actions specified in these Terms.

4.2. The User undertakes to use the Portal only for lawful purposes and shall not engage in any actions that may disrupt its operation, compromise data security, or infringe the rights of third parties.

4.3. The User is prohibited from:

• providing false or misleading information when registering or submitting applications;
• using the Portal to distribute harmful content, advertisements, or spam;
• attempting to gain unauthorized access to data, systems, or other users’ accounts.

5. Organizer’s Rights and Responsibilities

5.1. The Organizer reserves the right to:

• make amendments to these Terms;
• suspend or terminate a User’s access to the Portal in the event of a violation of these Terms;
• reject a User’s application without explanation if any signs of bad faith or violations of these Terms are detected.

5.2. In case of a violation by the User, the Organizer independently determines the grounds and measures to be taken, including rejection of applications or blocking of the User’s account. The Organizer is not obliged to disclose the reasons for such decisions to third parties.

5.3. The Organizer shall not be liable for:

• temporary technical failures or interruptions in the operation of the Portal resulting in data loss, unless otherwise required by the legislation of the Republic of Azerbaijan regulating personal data protection;
• the quality, speed, and stability of the Portal’s performance;
• the accuracy, completeness, and timeliness of information transmission, except where otherwise stipulated by law.

5.4. The Organizer shall make every reasonable effort to ensure the reliable and uninterrupted operation of the Portal, as well as to protect Users’ personal data in accordance with applicable legislation and the Privacy Policy.

6. Final Provisions

6.1. The use of the SOCGOV Portal implies the User’s full consent to these Terms and the Privacy Policy.

6.2. Any matters not regulated by these Terms shall be governed by the legislation of the Republic of Azerbaijan.
