Azerbaijan’s Signature on the Future of Social Services

In the modern era, the development of social services and the integration of digital technologies into this field are shaping a new stage in state–citizen relations. Azerbaijan stands out with its pioneering initiatives in this direction, and the country’s upcoming “SOCGOV 2025” international conference is regarded as a major global event.
The SOCGOV initiative is a global platform aimed at promoting innovative governance in the social sector. Its mission is to enhance the quality of social services and ensure that services provided to citizens through artificial intelligence and digital technologies become more accessible, flexible, and transparent. For Azerbaijan, this initiative is of particular importance, as the country has already developed advanced practices in the digitalization of social services — practices now being shared on the international stage.
According to Tural Mailov, Chairman of the Organizing Committee of the “SOCGOV 2025: AI for Humanity and Transformation” conference and Deputy Chairman of the Board of the DOST Agency, the event will bring together government institutions, international organizations, higher education institutions, and private sector representatives from various countries.

He noted that the panel sessions will focus on topics such as the formation of a digital state, the future of the labor market, inclusivity in social services, and the application of artificial intelligence.
“The goal is to share innovative approaches in the social sphere, establish new cooperation platforms, and strengthen Azerbaijan’s leadership role in global social governance. Holding the conference at the Gulustan Palace is not only a reflection of Azerbaijan’s modernity but also a sign of respect for the country’s statehood traditions,” said Mailov.
Solmaz Hasanova, Head of the Volunteers Department at the DOST Agency, emphasized that DOST volunteers have a special mission during the event. They will assist in welcoming international guests, supporting the registration process, and helping with logistics and communication throughout the conference. This is not only technical support but also a demonstration of Azerbaijan’s hospitality and the strong social responsibility of its youth.

DOST volunteers have long played an active role in serving citizens at DOST centers. By responding to inquiries, guiding visitors, explaining e-services, and supporting social projects, they acquire professional skills while contributing to the strengthening of social solidarity. This experience enables them to successfully participate in international events such as SOCGOV.
The philosophy of SOCGOV is human-centered innovation and sustainable social services. The participation of volunteers is particularly important, as they serve as catalysts in implementing social projects and in shaping a new mindset in state–citizen relations.
