Anar Aliyev holds a Bachelor’s degree in International Law from Baku State University, where he also earned his Master’s degree in 2002 and PhD in 2006. Since February 7, 2025, he has been serving as the Minister of Labour and Social Protection of Population of the Republic of Azerbaijan.

She has held key leadership positions including Deputy Secretary of the City Assembly of Niš and President of the Niš City Election Commission. Since April 16, 2025, she has been serving as the Minister of Family Welfare and Demography, following her tenure as Minister of Public Administration and Local Self-Government (2024–2025).

Jelena Zaric Kovacevic is a distinguished speaker at Panel 1 on “Digital Government and Transformation with Artificial Intelligence”. Elena Tibirna holds a Master’s degree in Management from the Academy of Public Administration attached to the President of the Republic of Moldova and a license in Economics from the Academy of Economic Studies of Moldova. She has been serving as the General Director of NOSI since November 2019.

In her presentation, she will share NOSI’s experience in proactively providing social services without direct citizen involvement and discuss the institution’s evolution in leveraging innovative approaches to enhance social service delivery.

Adil Chalishkan holds a Bachelor’s degree in Mechanical Engineering from Karadeniz Technical University and a Master’s degree in Business Administration from Gazi University. He has held various leadership positions in both public and private sectors, including roles at BUGSAŞ and TOKI. On 21 September 2024, he was appointed Deputy Minister of Family and Social Services, following his service as Director General of Social Assistance.

Elif Gokcearslan holds a PhD in Social Work from Hacettepe University, specializing in Social Exclusion and Delinquency. She has extensive academic and professional experience in social work, child protection, and research, and has been serving as the  President of ÇASGEM since 2023.

In her presentation, she will provide insights from the Turkish context on integrating AI into occupational health and safety in the manufacturing sector, discussing current applications, potential uses, challenges, and benefits, while highlighting ethical, legal, and infrastructural considerations for effective implementation.

Zorana Uzelac Bosnjak holds a master’s degree in Management of Non-Profit Organizations and Social Advocacy. She graduated from the Faculty of Social Work of University of Zagreb.

She is a distinguished speaker at Panel 2 on “Artificial Intelligence and Social Inclusivity in the Social Services Sector”.  In her presentation, Ms. Bošnjak will cover the experiences of the City of Zagreb in planning and organizing social inclusion and support for employment for hard-to-employ groups.

Salar Imamaliev has over 25 years of leadership experience across Europe, the Middle East, and the CIS. Previously with T-Systems International and Comverse Technology, he led major growth programs and ventures. He specializes in M&A, negotiations, global alliances, and advancing high-impact economic and digital initiatives.

Salar Imamaliev is a distinguished speaker at Panel 2 on “Artificial Intelligence and Social Inclusivity in the Social Services Sector”. In his presentation, he will explore national digital transformation agendas, outlining how strategies are turned into practical results. Drawing on Azerbaijan’s experience, he will highlight best practices in scaling GovTech solutions, demonstrating how innovative approaches can strengthen governance, and improve service delivery.

Zoran Jordanoski holds a PhD in International Law from Ss. Cyril and Methodius University in Skopje. He has extensive professional experience in public sector digital transformation, e-government policy, data protection, and international cooperation.

He is a distinguished speaker at Panel 2 on “Artificial Intelligence and Social Inclusivity in the Social Services Sector”. His presentation will explore how AI can enhance inclusivity in public services, addressing legal and ethical frameworks, data protection, and best practices for implementing digital solutions that serve all citizens.

Kanan Akparov obtained his bachelor’s degree from the Azerbaijan State University of Economics in 2008 and his master’s degree from Baku State University in 2012. He began his career at the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan, where he worked as Head of Unit from 2014 and later as Head of the E-Services & Innovations Department from 2019. He currently serves as the Director of the DOST Digital Innovations Center, leading initiatives in digital transformation and innovation within the social sector. Kanan Akparov is an honorary speaker of the 2nd Panel titled “Artificial Intelligence & Social Inclusion in Social Services.” In his presentation, he will highlight the ongoing digital transformation in the country’s social sector, the efforts toward the implementation of AI, and the development of a data-driven management approach.

Philip Madsen holds a Master's degree in Legal Studies from the University of Oslo.

He is a distinguished speaker at Panel 3 on “The Future of the Labor Market, Skills Development, and Digital Entrepreneurship”. In his presentation, Mr. Madsen will cover the insights of the Norwegian Labor and Welfare Administration in addressing demographic and societal changes and balancing innovation with ethical implementation in AI-driven service delivery and labor market transformation.

Eser Erol holds a degree in Business Administration from Gazi University.

He is a distinguished speaker at Panel 3 on “The Future of the Labor Market, Skills Development, and Digital Entrepreneurship”. In his presentation, Mr. Erol will share perspectives from Türkiye’s labor market transformation, focusing on how digitalization and emerging technologies are reshaping employment opportunities.

Ulduza Khalilova studied applied mathematics at Baku State University and later specialized in “Smart City Management.” From 2012 to 2021, she worked at the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan. She participated in and led various projects related to the electronic organization of public services and the development of relevant information systems. Currently, she leads the company “Digital Umbrella,” which she founded.

Ulduza Khalilova is the distinguished speaker at Panel 3 “The Future of the Labor Market, Skills Development, and Digital Entrepreneurship.” In her speech, she will discuss the shift toward a more flexible labor market, digitalization, and the most in-demand skills.

Toleubayev Darin graduated from L.N. Gumilyov Eurasian National University with a degree in Mathematics and Computer Modeling.

He is a distinguished speaker at Panel 3 on “The Future of the Labor Market, Skills Development, and Digital Entrepreneurship”. In his presentation, Mr. Toleubayev will discuss how digital transformation in Kazakhstan is a key element in modern public administration to increase the efficiency, transparency, and accessibility of services for the population, as well as the application of advanced technologies, in particular Artificial Intelligence to optimize processes.
